Using a different remote to teach the Harmony isn't going to help.  The problem here can be seen by reading the Cambridge document of the IR signals.  While the OEM remote may have a button which toggles brightness, it doesn't send a single IR command which asks for a toggle.  To see the difference, consider the Power toggle. The list of IR commands shows Power toggle as 12.  When a remote sends the command 12, the Amplifier changes its power state.  If it was Off, it turns On; if it was On, it turns Off.

The LCD situation is different.  There is no command for LCD toggle.  Instead we see three discrete commands:  LCD Bright , LCD Dim, and LCD Off.  Presumably the OEM remote sends those three signals in a sequence, with each step of the sequence triggered by a button press.  (Perhaps it only sends bright and dim; I can't read the button names on the image of the OEM remote.)

One way to get this to work on your Harmony is to teach each signal to a separate button on the remote.

If you do want to get a remote which can send these RC5 device 16 signals, many cable remotes made by UEI (Comcast, Charter, Time Warner, etc) can do it. Typically less than $8 shipped.
