Nevermind... found out that in the system macro that you assign to the "partition disarm" event, you can wrap the command to turn on the lights in a "Time Range Test" that checks for the time being between sunset and sunrise. The event will fire at any time of the day, but the test will keep the lighting command from running during the day.
