As far as I can tell, for the past month or so they've been tearing apart the *old* part of the building, and doing it from 11 PM to 3 or 4 AM. And there are definitely city by-laws about such noise - no construction is allowed from 7 PM to 7 AM, and to my knowledge no extension has been granted (no notice given).
A definite cause for complaint then.
Over here such work would almost certainly require planning permission and local residents informed - such as our council did with
this.
