It's set to always be there. I dislike auto hide for the same reason: you move the cursor near it and the screen changes.
I know you shouldn't have to resort to this but did you see the registry setting you could make to increase the hover time to something so long that you wouldn't likely trigger the popup action?
And this is happening not when you are over the taskbar but just down near the bottom of a Word window?
