I figured out why my X10 was not working properly. I have a bad power supply on a laptop in my bedroom. I started shutting down breakers one at a time. When I shut down the master bedroom breaker the X10 started working perfectly. I then went to the master bedroom and started unplugging things one at a time. When I unplugged the laptop things started working fine. Thanks to everyone for your, input, help, and suggestions.
