Instead of cycling the WiFi, have you tried closing the URC app and restarting? Since your other apps are working, perhaps cycling the URC app with success may help URC support focus on the app instead of the network. This would apply only if cycling the URC app works. Sounds like a trouble I had a year ago with android TiVo app. App revisions finally corrected the issue. Perhaps a reference table within the app has an issue and is refreshed by cycling WiFi as it senses a "new" WiFi connection.
