And your mistaken theory is exactly how it gets passed. You just took the hook. A license doesn't upgrade a man's work. A guy who don't give a hoot about quality will cut corners with or without a license. You confirm it with your next statement.

The politicians will push laws to prove their value, protect their friends, and take funding from lobbyists (hint hint: the unions) and not give a care at all about us.
