This is the MCE IR protocol, which is a variant of RC6.  It has a toggle bit, and probably the toggle bit needs to, well, toggle when the same button is pressed twice if there isn't an intervening different button press.  
The above signal is MCE device16.82 function 88.  Using IrScrutinizer, here's

You could try, as an experiment, assigning these in a macro so that they alternate, and see if that makes the cursor move reproducibly.
