Testing from the Simulator or using TestIR does not use the firware in the remote, the software sends a USB command down to the remote which is different in that the remote firmware is not expanding the code.

Are you saying that when the code is in Raw (0000) format and you download it, it does not work?

The key that has worked for many 3000 users is to not let the PC convert it to 900A. You keep the raw format by using the 0022 0004 and duplicating the repeat sequence.
