I finally did a bit more work with the RC71 at a customer's house. The Genie contained the codes and following instructions on the screen got us the control we wanted, which, remember, per edmund and true, is only volume. The RC71 cannot control anything else on any AV Receiver; it must be programmed with the Genie; and it must be programmed to operate a TV before it will accept programming for an AV Receiver.
That last point has always felt weird to me as I often install systems using a TV only as a monitor, with an integrated remote that does the TV turning on and off. However, that's how DirecTV designed their remote control system. Program a TV into it, any old TV, only then can you program an audio piece.
