It might help you if you think of RTI like Apple. Every publisher and every App that is published on the App Store has to go through a vetting process. Like Apple, RTI wants to protect its brand by only allowing professionals to publish "apps" on their hardware.

If someone publishes an App for your iPhone or iPad that you really like and then goes out of business, you can't just get the source code and keep maintaining the App. At least with RTI, you can (hopefully) find another programmer to maintain your system.

The goal isn't to screw the end user, but rather provide the best chance for the best possible experience with the product. It takes a considerable time investment to get good with this stuff.
