Pioneer always need a wake-up before you can power it on.
use it like this:

0.5 seconds delay

Make sure to put it under Special Macros (device Power Macros) in Accelerator.
Also turn off the energy save crap in the menu of the Pioneer, otherwise the RS-232 port is not listening. If you send me an email I will send you the driver.
