Basically, you can only do one of the things you are looking to do. You can use the transporter feature to grab a learned code from another file. As for the other questions, no you cannot convert a file to an iPad or any other remote in CCP. Not only will you have to program from scratch in each room, but you will have to program once for iPad, and once for iPhone.
