With 'protected' territory, the existing dealer holds all the power. With no threat of competition, why lower the price?
That's why I don't think a discount was offered. I think the ID/client are playing a price game for Terrmul to possibly offer another line at a discount or keep trying for fortress dealer status and then match the "discounted price".
