To replace an oem remote with universal remote, the oem component has to accept IR commands, universal remote will not have RF frequency to control it by RF. Universal RF remotes only know one RF frequency their own, which they use to communicate with their own basestations.

And most universal remotes only know the default IR codeset, take you Dish receiver it has 16 IR addresses to chose from, where address 1 is usually the only one preset into universal remotes.
