Have you tried using a discrete "On" command form another Denon AVR in the URC IRDB (XX12 series or even earlier)?

I have 2 4520 units coming early this week and will be using a MX1200 on one, and a MX980 on the other. Both systems will be using RF base stations.

IR port gain may also yield results for you.
