Postrin,
Did you test the othe 3 pairs on the same TV location that you had 1 pair works. I'm suspisous there are splitter/diplexer installed somewhere in the middle of the run.
Another thing to check is the Female-to-Female F connectors, these connector tend to reduce the bandwith from transmitter point to receiving point.
