I also assume that minimum repeat was that if I pressed the button I would get that many actions even for one press. Actually that doesn't seem to make sense. :|

That's right as well. If you have a device that's very sensitive you can lower repeats to 1 or if needed, raise repeats. I've had devices that have needed 6+ repeats on some commands to work reliably.
