You should be able to receive local channels over the air via antenna. Perhaps someone from the Salinas area can answer on availability. Also you can go to tvfool.com to list out stations in your area.
With regards to antenna, this is a trial and error procedure. Get a low end antenna and try it out... make sure you can return it. It would be best if you have some knowledge of direction. I am fortunate in Toronto because all stations are south of me so I point the antenna south and thats it.
In Salinas, perhaps you have to point north towards San Francisco. Once you are getting some stations, invest in a better antenna... possibly outdoors if feasible. Once again, start with something simple... dont invest a lot in an antenna until you know what you can receive.
