How fast do the LEDs blink?

The power supply might possibly be bad in a way that makes the 6000 turn on and off.

When you "grabbed one off ebay," did you get its power supply, too? If not, the supply that charges the remote can be used with the 6000.

You could measure its voltage with an old analog meter or some kind of meter that can show fluctuations of voltage -- a normal digital meter often will just show a voltage that never settles down, though this indicates it's bad, too. The trick is that you have to have it connected to the 6000 and measure its voltage while it's connected. You could do that with a cable that's got the right power connector on it, with the female version of the same connector on the other end. But substitution of other power supplies ought to work, too.

If it's not that.... does it blink when only the power supply is connected and all LEDs are disconnected? (Is there a monitor-type LED on the 6000 that blinks when the LEDs blink?) Does it blink differently when fewer LEDs are connected?

You might think you characterized the problem, but there are more variables to investigate than there are parts to this puzzle, because parts might interact.
