Have you tried double clicking the IR code and making sure "repeat while button is pressed" in checked?
Do that and change the repeats to more than the default 3.Ive also had success by partially learning a code halfway. Ie press and hold the oem button but don't point it at the urc remote till like a second after u press the button.
