Getting CH15 approved will be difficult, remember WBNF on Grand Island is a Class A station that gets protection. They will no doubt complain to the FCC. CHCH's signal would have to be well away from Grand Island which means it wont be able to broadcast to Niagara as well. They made a bad decision to go with CH15. They should have applied for CH35 instead. No way they will get approved for 132 KW ERP.
The CKVR Hamilton repeater asked for RF35. No decision from the CRTC on that one yet.
