In the minds of paleo libertarians and paleo conservatives, yes. This is more to do with government being inherently bad. The obsessive desire to negatively view government overrides rational reasons for law or regulations, even to mitigate nasty things like racism.
This is the result of bumper sticker politics and sound byte logic.
