You are not programming correctly. The Tripp Lite remote does not send an IR signal until you press "Enter".

Don't believe me? Take your Tripplite credit card remote over to the Tripp Lite. Press "1". It does nothing, right? Now press "1" and then "enter". Now it works right?
Bottom line is the IR is not sent from the Tripplite remote until you press the action followed by 'enter'. You need to also do this when programming your universal remote.

So, to capture the code from the Tripplite remote do the following:

1. ready your remote's 'learn' function for the number "1"
2. on the Tripp Lite remote, press "1" and then "enter"
3. the IR code is now transmitted and captured by your remote

4. Repeat for all other buttons. Note that "all on" and "all off" also must have "enter" pressed afterwards before an IR code is transmitted.
