OK, the 3416 is probably using setup code 1376. It can do a 15 second skip forward, and presumably you can turn this into 60 seconds of skip by sending the 15 sec skip command 4 times, either manually or in a macro.

First test that the skip command works (the box needs to be playing a recorded show while testing)
Tap Cable
Tap Setup (don't hold it)
Enter 00173
The program should skip forward 15 seconds.

Choose a button to assign the 15 second skip to (e.g. PIP On/Off)
1) Press Setup until 2 blinks
2) Enter 994 (2 blinks)
3) Tap Setup
4) Enter 00173
5) Tap PIP On/Off
The remote should blink twice to indicate that the assignment was accepted.

More detailed 9XX command instructions are here; use the 995 command to make a 4 step macro in order to get a 60 second skip.
