Atlas 1056 remotes are used by several cable companies and are used to control Motorola and Scientific Atlanta boxes. Unless you tell us the details of the unit you're trying control, there is no way to know or guess the 60 second skip IR signal.
Look at the cable box, and find a make and model number. Also, what setup code are you using?
