Not sure how (or if) the processor is getting clock updates from an external source, but perhaps the GMTOFFSET isn't set correctly, relative to the location of the processor?
Does the program in question have a CLOCK symbol with the appropriate parameter setting?
Is the console command OLDUSDST set to 'off'?
