We need to check if there is a toggle bit. Here's how I think it is looking:
Metz 0: 0 001110 000000 111111
Toggle=0, Device 15, Function 0

Metz 1: 1 001110 000001 111110
Toggle=1, Device 14, Function 1

Metz 2: 0 001110 000010 111101
Toggle=0, Device 14, Function 2

Metz Cursor Down :0 001110 010111 101000
Toggle=0, Device 14, Function 23

Metz Cursor Up: 0 001110 010110 101001
Toggle=0, Device 14, Function 22

Metz Menu: 1 001110 100101 011010
Toggle=1, Device 14, Function 37

To see if the first bit is a toggle bit, please learn the same signal 4 times. Digit 9 would be good.  When you release the teaching remote's 9 button, the toggle bit should change state.  I'll be working up an IRP file in the meantime.
