With a lot of help from the Apple Java Development Forum I have solved this problem (I got no response from the author). The reason it occurs is that Tonto being an old program uses 32 bit libraries. This is not a problem with OS X Leopard because it runs programs in 32 bit mode by default. However, Snow Leopard runs in 64 bit mode by default so when Tonto starts up under Snow Leopard it reports that it can't find the (64 bit) communications library. The solution is to right click the Tonto app, select Get Info, and check the "open in 32 bit mode" checkbox and hey presto no error message.
