Photoshop wont let me save an 8 bit bmp (there is a radio selection that lists 8 bit, but it is greyed out and after a couple hours of googling, cant find a way to get it to work).

Any open source (i.e. free) edit tools to do this 8 bit task - or does anybody know of how to get Photoshop to output 8 bit?

Go to the image drop down in PS and select mode, set mode to indexed color and you will be able to save a .BMP file as 8bit.
