Are you using RF extenders? (RFX9400 or RFX9600) I've been through this a few times and it turned out that I was sending to the wrong port on the extender!

Another issue with the extenders is that, while testing IR codes, codes are send directly from the remote. If the extender's emitter is poorly located you may not have enough or may have too much IR hitting the IR receiver on the unit.

Also, testing directly from the database sends the code in isolation. Some devices are flustered if codes are spaced too closely together -- even codes that don't belong to them.

I recently went through this drill with a Samsung TV. Only the PowerOn command had issues. In this case it is impossible to see the IR receiver, one needs to transmit commands while moving the emitter in an effort to "discover" the receiver. I may or may not have found the optimum location. I tried isolating the command with no success. Ultimately, I changed the PowerOn command's duration in the database.
