Your profile says you are in China, so I'm not sure what remotes are available to you.
One approach would be to buy a used Logitech Harmony (there are lots of models), and then send the hex data to Logitech and have them make those codes available in Logitech format.

Another approach would be to get a remote made by Universal Electronics, and manually program every button by entering a 5 digit EFC. I suppose that process would take 30 minutes or so. I can generate the EFCs from the Pronto Hex data for you if you can get one of the remotes listed below.

Some of these are quite old designs.  The RCA RCRP05B and OneForAll URC 8820N/10820N are fairly new designs.  In the USA, these remotes are available new for $20 or less, but sometimes much more cheaply on the internet.
