Learning IR Remote, how to make it have continuous output

I have a Acorn 130 T700 Stair Chair Lift. Trying to duplicate
the simple up/down action the stock remote offers by cloning
it to a URC-9910B01 remote. I get a successful learn but
it only transmit a burst where I need it to be continuous
so the chair lift will continue up or down while the remote button is pressed.

Using either my cell phone to see the IR or a AM radio tuned in the area
of 530 Khz I can hear the buzzing sound while the button is pressed
on both the stock Chair remote and the URC remote however the URC
only sends a burst of data not continuous.

I tried the Volume keys, thinking that has to be continuous, as well
as a few other keys. They all gave me the SUCCESS response but
they only transmit a a second or two. I need a continuous stream.

Any thoughts on this would be appreciated.
